Check, Challenge, Appeal

Saturday the 1st of April 2017 was the beginning of the new 2017 Rating List and the launch of the new system of appeal known as “Check, Challenge, Appeal”. Unfortunately, there are a number of onerous requirements that have been placed on ratepayers and agents which were not present in the 2010 list.

In brief, the system requires ratepayers to register on the Valuation Office’s website which can be found at As part of the registration process ratepayers must provide their National Insurance number, Passport number and Home address.

Once this information has been verified and registration is complete a username and password is provided enabling the user to login to the site. The registration process takes approximately 15 minutes.

Once registered and logged in properties can be identified from the Rating List and can be ‘added’ to the user account. Frustratingly, only one assessment can be identified at a time and further documentation is required at this stage to add the property, such paperwork would include a rates bill, lease or utilities bill.

Once this stage is completed the ratepayers agent can be assigned to each property thereby granting authority to lodge appeals. Rowland Burkitt’s Agent number is 37350.

In summary, it appears that more hurdles have been put in the way of ratepayers to allow appeals against the 2017 Rateable Value, a step which will surely see the total number of appeals drop throughout the 2017 List when compared to the 2010 List. We are aware that this is a very onerous process for ratepayers and, along with other Rating Agents, we are engaging with the Valuation Office Agency to try and find an easier way to deal with it.
